Still kind of terrible, just in a different way.

I really should estimate h0 better, but for now, the "CG" algorithm seems to converge more reliably.

A lot of pages that describe things like the upload process or FAQs are already present on the documentation in the actual site. Adding them here as well seems unnecessary, though we should definitely link to the help pages. The idea of the RTD site should be about contributing to the project, not so much about using it.
This allows the TOC for the reference documentation to actually show a reasonable tree of depth 2.
We do not nead Trello integration or sponsorships at this time.
