[code-infra] bring bundle size checker to mui-public

[Janpot]

PR consists of two things

• bring [code-infra] Create bundle size package material-ui#45911 to mui-public. See description of that PR for details.
• Update the dashboard to be able to take any repository and work with the new snapshot structure in S3. Legacy mode still there, will be removed once material/base have merged their PRs
