Description
this pr does
go mod tidyon thetools/observermodule since its go.mod went stale after the grpc/multigres bumps in the root module (grpc v1.80.0 → v1.82.1 plus indirects).Necessary to restore the main build. This is only a tools/observer/{go.mod,go.sum} change, everything else was bumped in the previous gomod pr.
