If served from cy. then set locale and language to Welsh. This also set the default language and locale to English.

This adds a language switcher based on the hostname. Currently this only supports Welsh and will switch the language/locale to cy_GB.UTF-8 if the subdomain is 'cy'.
Also includes some docker/packages changes to enable multi lingual things in php plus a utility script to generate translation files etc.
