fix(editor): i18n support for Create a tag label

Summary

Label for creating a tag under NoTagsView component was hard-coded.
I've defined a new language key so i18n may override it.

The new i18n key for the "Create a tag" button is correctly added and utilized throughout the codebase.
Props and defaults are handled properly in both the NoTagsView.vue and TagsManager.vue components.
The button label is now fully localized, removing hardcoded text.
No syntax or logic issues found.
