Description

This PR adds a disclaimer to the README and the documentation notebook that the service is no longer being developed and will be removed from Harmony.

(To minimise PRs, I opted to say it was already unavailable in Harmony. Technically that is not true, yet)

The tests did not pass because of a deprecated test runner. Probably don't need to fix that as this repository is about to be archived. (I couldn't quite let myself not update it)

Can you put this into read only after this merges? or should we just leave it? (I can't imagine us doing anything more with it)

Yeah. It looks like I have sufficient privileges for the repository to archive it. That's my plan. (I think it's also a reversible action, if necessary)
