  • Peer-removing a server would have the meta leader immediately reply success, even if the peer-remove didn't get a quorum. This could make the user or an automated process believe the cluster size shrunk, but it actually didn't.
  • Only allow a single meta peer-remove operation to happen at any given time. The meta leader will now reject more peer-removes if one was already in progress without quorum.
