Because 23.10 is no longer supported and 24.04 is LTS release.

Don't use --export-path option as that path is not correct for Ubuntu 24.04. Add --trust options, as this is now neded and is the recommended way by Microsoft, see [1]. Nit: commit msg of 3rd commit doesn't say why but what. Also, it's not adding, it's moving. |
Move adding HTTPS dev certificate to before running end-to-end tests, as it's not needed for earlier steps.
