add pytests to src/common
-individual folders for metrics (1 test), providers (4 tests), schema (2 tests), and logging (2 tests)
-located in tests/unit (for future potential integration tests)
-add pyproject.toml with minimal dependencies required to run the tests
this is not a very comprehensive testing suite and more tests are probably needed in the future
