update nearcore to 2.6.5

This pull request updates the project to support Nearcore v2.6.5 and Rust v1.85.0, along with updating dependencies and versioning to align with these changes. The most important changes include updating the Nearcore version and commit hash, modifying dependency branches and versions, and incrementing the project version.

Nearcore and Rust version updates:

• Updated NEARCORE_VERSION to 2.6.5 and NEARD_COMMIT to fe3f6de3aea0433310bcb4b61d3b8517e7ba3ffd in .cargo/config.toml.
• Added a new "Supported Nearcore Version" section in CHANGELOG.md to document support for Nearcore v2.6.5 and Rust v1.85.0.

Dependency updates:
