docs(changelog): the ADR-181 entry belongs to Unreleased, not 0.31.0 - #837

chore(release): 0.31.0 (#830) cut the section while fix(mcp) (#835) was still open; the merge then dropped the entry under the heading that already existed in main, which was the released one. v0.31.0 (a5e3b38) does not carry the transport change — the first release that does is the next one.
