docs(changelog): the ADR-181 entry belongs to Unreleased, not 0.31.0 - #837

chore(release): 0.31.0 (#830) cut the section while fix(mcp) (#835) was still open; the merge then dropped the entry under the heading that already existed in main, which was the released one. v0.31.0 (a5e3b38) does not carry the transport change — the first release that does is the next one. v0.31.0 (a5e3b38, #830) was cut while #835 was open; the merge dropped the ADR-181 entry under the already-released heading. Moved back to Unreleased — the first release carrying the transport change is the next one.
