resolves #2111
breaking change ⚠️

This PR simply renames the INTERFACE_UP_TIME capture group to LAST_LINK_FLAPPED.

  • Makes the capture group more clear since it can be used for interfaces that are up or down
  • Aligns with the capture group name in nxos show interface (permalink)
