release: VS Code extension v0.7.16

Summary

• pin the extension to the independent LSP component release lsp/v0.1.5;
• verify the immutable release commit and checksum manifest;
• update the extension to 0.7.16.

LSP v0.1.5 is built against the published Neva compiler v0.40.0. The Visual Editor remains independently pinned to visual-editor/v0.1.1.

Verification

• downloaded and verified the locked darwin-arm64 LSP asset;
• downloaded the locked Visual Editor bundle;
• npm run build;
• packaged the VSIX and verified it contains the WebView but no LSP binary;
• Extension Host integration test is delegated to GitHub CI because a user VS Code instance is running locally.
