Bundle LSP binaries for Marketplace release 0.7.17

What changed

• Restored checksum-verified Neva LSP binaries in the Marketplace VSIX.
• Updated the bundled LSP to lsp/v0.1.6, which includes the Neva v0.41.0 formatter.
• Updated the Visual Editor bundle to visual-editor/v0.1.1.
• Updated the release downloader to fetch and verify the new LSP manifest.
• Bumped the extension version to 0.7.17.

Why

Marketplace Support warned against runtime downloads of external binaries. The installed extension must work without downloading or compiling tools after installation.

Validation

• npm run build
• npm run check:lsp-binaries
• VSIX inspection confirmed all supported LSP binaries and extension/dist/webview/index.html are packaged.
• The integration test was started but its VS Code 1.132.0 runtime download (305 MB) was interrupted before tests ran.
