Added additional management items to the NFSD PTech

About the PR

• Added Command Encryption keys to the NFSD PTech
• Added Contractor PDAs, ID cards and headsets to the NFSD PTech
• Added a few folders of various colors to the NFSD PTech

Why / Balance

• Presently the sheriff is not able to issue command keys when necessary without visiting the SR office, this is a convinence change to address that
• The sheriff is a paperwork intense role, but the office lacks good methods for storing completed paperwork, the additional folders mirrors what the SR PTech has available
• When dealing with antagonists or prisoners generally, supplying them with a fresh PDA, ID and communications is necessary under SOP & Space Law, once again this prevents the sheriff needing to make a trip to the SR office

Spawn as Sheriff/SR on NFSD Outpost, check the listed items are available for purchase in the PTech
