About the PR
Flatpacks are now rotatable, and soil crates need a shovel to unpack.

Why / Balance
Rotatable: airlocks are a pain in the ass to set up.
Soil crates: ERHAAARD
I think access to shovels is reasonable, it's in the service techfab at bare minimum.
How to test
Spawn flatpacks, they should rotate with R and shift+R, and have items in the right click menu.
Purchase a ship, spawn some flatpacks on the ship, unpack items, they should lock to cardinal directions when unpacked, but roughly respect their rotation (w.r.t. the ship).
Unpack soil crates with a shovel. Enjoy the digging sound.
