The Docker vulnerabilities (CVE-2026-34040 and CVE-2026-33997) cannot be fixed because:
1. Trivy recommends upgrading to version 29.3.1
2. This version does not exist yet in the Go module registry
3. Latest available version is v28.5.2+incompatible (which we already installed)
4. The CVE dates are from 2026 (future), suggesting these may be pre-announced vulnerabilities
