- ARB tickets not approved: NR-578964 (Status: Review Not Required).
The review process is not handled by Entity Platform, reach#api-review-boardchannel in case of doubts

Summary
Add otel.library.version tag mapping (as instrumentation.version) to all OpenTelemetry synthesis rules for the INFRA-MSSQLINSTANCE entity type.
This ensures the collector receiver version is surfaced as an entity tag (instrumentation.version) for all OTel-based MSSQL instance entities, consistent with how otel.library.name is already mapped to instrumentation.name.
