chore: Cleanup Github workflows

[tippmar-nr]

• Renamed a few workflow files so the filename is more indicative of what the workflow does.
• Deleted an old .sln file that isn't necessary (use VSCode pointed to the repo folder instead - it's better at detecting errors in workflows anyway.)
• Renamed and moved Dotty under the Build folder with our other tools

There weren't any unused workflows to remove other than multiverse_scanner.yml - but we're not quite ready to delete that one.
