This is one of a set of Pull Requests to include instrumentation for the Kotlin framework Ktor. Ktor is built on top of Kotlin Coroutines. Its primary use is provide an Http Server and/or Http Client using Kotlin Coroutines.
The set of instrumentation deals with the Utils functionality in Ktor. This is deals with instrumenting Pipelines which are used to sequence tasks.
