Make the workflow for perfverse
This is just until we have time to update the test suites for Rails 8.1 support
Remove railsedge from CI
* skip cases related to root or ratio samplers * update the test logic to incorporate the changes in keys related to new configs
When only the newrelic header is available, and the tracestate and traceparent are missing, update the priority and sampling values to use the remote parent configurations.
When the traceparent is available, but the tracestate is missing, the remote parent configs should be used for sampling and priority decisions.
