feat(TaskProcessing): Add TextToSpeech provider

Summary

This adds a Task Processing provider for text to speech.

TODO

• Finish and publish ExApp that uses Kokoro for local text to speech https://github.com/Lukasdotcom/tts_kokoro
• Add to openai_integration support for openai's text to speech: https://platform.openai.com/docs/guides/text-to-speech. Also supported by other platforms such as groqcloud.
• Update assistant to support this

Woop woop. Looks good! Sorry for the delay! You still need to run ./build/autoloaderchecker.sh and commit parts of the changes (not the commit hashes and also not the lines with barmani-bin, as far as I can remember ).
