Automatically trigger the workflow if "Ingest open" successfully completes. Checks for new data for each subtype based on the metadata and HA/NA FASTA files.
Support trials builds that deploy to staging.

Description of proposed changes
Add GH Action workflow for the nextstrain-open build added in #332.
The workflow is able to run completely within the Docker runtime in ~2h within GH Actions.
