This PR adds back the nga plugin for mage server

To test

  1. Run npm ci && npm run build-all to build the plugins
  2. Run npm run start
  3. Enable the feeds by going to the Feeds section of the Admin page, Click "New Feed", Create a new service and select the NGA MSI service, and choose one of the topics to enable. Repeat for the other topic.
  4. Make sure to set the Query parameters to at least 1000 days as it hasn't been updated in a while
  5. Link the feed to an event on the feed details page
  6. Enable the feed to appear on the map by checking it on the feed layer menu
  7. Verify that the feed items appear on the map
