What does this Pull Request accomplish?
Adds actions for Linux and Windows that generate VI compare reports for all VIs modified in a pull request, publishes them to Pages, and adds a PR comment linking to them.
Why should this Pull Request be merged?
This allows many PR reviews to be completed without the reviewer needing to launch LabVIEW.
