Collect transforms from arbitrary origin to arbitrary target

We may want to wait until templateflow/python-client#142 is addressed so that the workflow doesn't download all of the transforms from TemplateFlow.

Changes proposed in this pull request

• Add functions to (1) collect a list of all available transforms and (2) find the shortest path from origin space to target space from those transforms.
