Update to VueJS 3

• Migrates project from Vue.js 2 to Vue.js 3.
• Updates dependencies to support Vue 3.
• Refactors codebase for compatibility with Vue 3 APIs.
• Updates scripts and build process to use Vue 3 production build.
• Adjusts usage of the enabled field in thirdpartyservices.json.
• Renames scripts and updates generated code as needed.
• Refreshes developer documentation to reflect Vue 3 changes.
