Refactors and cleans up existing CI and related files. The fix script now runs more clippy lints, which are also checked in the lints CI that I have isolated from the build workflow.
This should be merged after we close incoming contribution PRs, as it reformats the entire source tree and will cause many, many merge conflicts.
