Update of global amplification factor file

This release contain an update of the global amplification factors glob_ampfact_v02.txt and glob_ampfact_v03.txt. The most recent one (v03) contain new points for missing areas globally, and points on land is moved out closer to 50 m isobath. Points not connected to land (shallow areas) are removed.
