Update MPSL and SoftDevice Controller

Created from: latest/ble/dragoon/downstream/test_ble_sdc/release%2Fncs-v3.4-branch #48.

Changes only affect Periodic Advertising with Responses(PAwR) Scanner . Fixing multiple issues where one PAwR Scanner should respond in multiple response slots in one subevent with tight timing.
In addition to a peripheral context leak, that would give insufficient resources error message.

Changes

• The controller now generates the Command Complete event for the LE Set Periodic Advertising Response Data command immediately, instead of waiting until the response has been transmitted on air. (DRGN-29455)
• The controller now returns the error code 0x11 if the LE Set Periodic Advertising Response Data command sets data for a response slot that occurs earlier than a slot for which response data is already pending transmission.

Bug fixes

• Fixed an issue where the controller, acting as a Periodic Advertising with Responses Scanner, could assert when responding in multiple response slots in the same subevent. (DRGN-29455)
• Fixed an issue where the controller, acting as a Periodic Advertising with Responses Scanner, kept response data that was never transmitted because the periodic advertising synchronization was terminated or lost.
  The data could be transmitted on, or prevent responses on, a synchronization established afterwards. (DRGN-29455)
• Fixed an issue where the controller, acting as a Periodic Advertising with Responses Scanner, would leak peripheral contexts on disconnect. (DRGN-30124)
