Update pyproj and numpy to the latest compatible versions.
In #37 , I pinned both libraries more tightly to fix a regression in https://github.com/nsidc/iceflow/blob/7f73d57207b7f753fdc310276d2c6d940850bc67/tests/unit/test_itrf_converter.py#L37
I think the diff is small enough to accept, but the CHANGELOG for pyproj in particular should be reviewed to see what changes were made in recent releases.
