Fixes #2

As titled, this PR adds the following QOL improvments to the library

  • GHA tests and linting checks
  • pre-commit config
  • pyproject.toml
  • README file
  • Seperates tests into core and array tests collected within the tests directory.

Maybe do Fixes mypy and flake8 issues. is a separate issue so we can get this merged
