Add controller/reconciler for AHVMetroZone
The AHVMetroZone controller/reconciler should:
- Prevent deletion of the AHVMetroZone object if it is used/referenced by any Machine.spec.failureDomain in the same namespce. Set the proper error conditions in the object's status.conditions.
- Remove the AHVMetroZone object's finalizer and allow it to delete if it is not used by any Machines in the same namespace.
- Validate the AHVMetroZone object's preferredZone is properly set when using the Preferred placement strategy.
