This is a rather big PR aimed to incorporate publishing a new minimal
create-nuxt-apppackage (from https://github.com/nuxt/create-nuxt-app - resolves nuxt/create-nuxt-app#1023).It also splits out
nuxiand@nuxt/cliinto separate directories for more straightforward understanding of the repository and how they relate to each other.... as well as doing a bit more tidying, like removing old prettier config + shamefully-hoist settings
