enable libdecor introduces some new dependencies for populate sdk, nativesdk-xorgproto and nativesdk-libcap-ng do_configure failed, for nativesdk-libcap-ng: configure: error: linux/capability.h is required in order to build libcap-ng libcap-ng not support build on mingw32, so just disable libdecor on mingw32 to avoid above failures Signed-off-by: Changqing Li <changqing.li@windriver.com>
