Following the the Backstage OCaml post on the opam-repository, this adds a new page next to https://ocaml.org/tools/ocaml-infrastructure to give a quick overview on opam repository.
The point of this change is (a) to enable people to stumble on this as they explore OCaml.org, and to make the linked pages more discoverable.
