DBT Gatekeeper certification test

In order to get this actually working I had to do a few things:

• upgrade to dbt 1.7.17
• upgrade the packages to their latest (compatible) versions
• move dbt_project.yml, selectors.yml, packages.yml into jaffle_shop
• remove the package_projects directory, and the copy statements in the Makefile
• add dbt_project_evaluator options to dbt_project.yml
• fix some broken things in CI config.yml
• switch from dbt-databricks adapter to dbt-duckdb adapter so that evaluation could run in CI
• maybe some other stuff I can't remember...
