fix(ci): avoid direct release commit on protected main

Summary

Avoid semantic-release writing a release commit back to protected main in this repository.

Problem

The publish job failed because @semantic-release/git tried to push version/changelog commits directly to main, and the repo rules now require changes to go through a PR.

Solution

Filter @semantic-release/changelog and @semantic-release/git out of the repo-local release config while leaving the published shareable config unchanged.
