This PR restructures the repository to a flat structure, i.e., splashes the contents from the
ngff_specdirectory. If/When we later submodule all of this into thengffpage,m it will allow us to link the markdown documents in here into the ngff table of contents such under paths like this:ngff/specifications/0.5/index.md, which directly translates to a similar link in the built pages (ngff/specifications/0.5/index.html). This is similar to other specs (e.g., ro-crate).
