Update Arabic translations

Summary

• Fill in 22 previously untranslated Arabic entries (form history, overvoted forms, turnout, timestamps, etc.)
• Add plural form translations for missing column error messages
• Fix trailing whitespace in several translation strings

Test plan

• Verify Arabic translations render correctly in the UI
• Check form history page displays translated state transition labels
• Confirm no missing translation warnings in logs
