onnxmltoolsseems to requireonnxconverter-commonnow, without it being a formal dep. This PR manually installsonnxconverter-commonto fix the code.Also locks the versions of openai, huggingface, and torch to get around some issues in recent releases of those packages.
Also includes a fix for a breaking change in the OpenAI Reponses API.
