chore(ci): update Renovate config - add cargo support

📝 Description

This PR updates Renovate config:

• cargo support is added for lock file regeneration;
• non-security updates for for pypi and crate has been disabled to avoid conflicts like fix(deps): update python dependencies non-major - autoclosed #3383 - Renovate will still refresh lock files.

Was tested in a fork:

• dashboard Dependency Dashboard AlexanderBarabanov/anomalib#3
• lock file regeneration PR (with pypi and crate coverage) - chore(deps): lock file maintenance AlexanderBarabanov/anomalib#13
