[Smart-Traffic-Agent] Integrate Live Metrics Service and Helm chart improvements

Description

This PR adds following features:

• Live Metrics Service integration - Added live-metrics-service and collector as Docker Compose services and Helm subcharts
• Helm chart enhancements — Removed ConfigMap, PVC, explicit NodePort assignments; incorporated review feedback for cleaner chart structure
• Update RI submodule to release-2026.0.0
• Update setup.sh script to fix port for Smart Intersection
• Update cleanup command and documentation
