Initial Commit for v2026.0.0 development

Description

This pull request updates the project to the new 2026.0.0-dev version across all relevant files and configuration scripts. The changes ensure consistency in versioning for deployments, Helm charts, installer environments, and automation dependencies.

Version bump and consistency:

• Updated the main project version to 2026.0.0-dev in VERSION and on-prem-installers/VERSION files for core version tracking.
• Updated Helm chart versions and application versions to 2026.0.0-dev in argocd/applications/Chart.yaml and argocd/root-app/Chart.yaml for deployment consistency. [1] [2]
• Updated deployment version environment variable to v2026.0.0 in on-prem-installers/onprem/onprem.env for installer configuration.
• Updated orchestrator version used in Terraform access script to 2026.0.0 in terraform/orchestrator/scripts/access_script.tftpl for infrastructure automation.

Dependency update:

• Upgraded test-automation dependency version from 0.2.13 to 0.3.0 in .test-dependencies.yaml to use the latest automation tooling.
