Update regex and length of metadata value fields

Description

This PR does the following changes:

1. It updates the maximum length allowed for metadata fields from 63 to 4096
2. It updates the regular expression used to validate metadata fields to allow for capital letters.
3. It removes previously deleted project from the Makefile.
