📝 Description

This PR reverts the DLStreamer-Pipeline-Server (DLSPS) version to the previous release (3.1.0-ubuntu24) because the recent DLSPS images cause failures on some setups. It is temporary change to enable RC2 validation.

Note: dynamic camera configuration and specifically model chaining may not work correctly after this change. A separate branch will be created to enable dynamic camera configuration validation and development using the latest DLSPS image.
