Release closure for v0.41.0-alpha.19: adds the CHANGELOG entry for the third audit cleanup sweep (ADR-0118, #481-#506) and updates the STATUS gates table to the alpha.19 line. Docs-only; docs:truth green locally. Mirrors the alpha.18 closure precedent (PR #479).
