This PR updates the actions to use the modern Pages deployment, and also adds linkchecks during actions.
A number of links were broken or could not be resolved by linkcheck, so those have been updated to the closest approximation I could find.
This also adds
tomlias a dependency, as my local build would not work without installing it.Fixes #32
