Required due to updates in the test infrastructure (liboqs helpers.py). Missing dependencies causes armhf workflows to fail. Affects weekly tests.

I took a look at the build failure. The failed step is titled "Build ci-debian-bullseye-armhf:latest, do not push" and the error message reads "Package gcc-aarch64-linux-gnu is not available, but is referred to by another package". I think armhf is specifically 32-bit ARM. Is the system package manager complaining that there is no aarch64 gcc on a 32-bit ARM system?

Closing this following the discussion in in the OQS meeting before as not needed if the armhf CI is dropped in liboqs.
