This changeset adds an empty column for opentelemetry-kotlin in the spec-compliance-matrix. This PR does not need review/maintainer attention until it's moved out of draft.
For further context, opentelemetry-kotlin is in the process of being donated. Part of the due diligence report requested discussion on how compliant opentelemetry-kotlin's API is with the specification, so assessing against this matrix will help this goal at the same time as documenting the implemented feature set.
I'll raise subsequent PRs (also kept as draft) targeting this branch. Those will be used to fill in the matrix and perform discussion with the maintainers/approvers of opentelemetry-kotlin.
